Malissa Burgess | Founder & Land Use Consultant

Malissa is a land use planning professional and Certified Floodplain Manager with extensive experience in Washington State's land use regulations, development permitting, environmental review, and municipal approval processes.

Her background includes working directly with municipalities, developers, and property owners to evaluate development proposals, interpret zoning and land use regulations, coordinate permitting, and resolve regulatory challenges. Her experience working within municipal development review processes provides valuable insight into how local agencies evaluate applications, identify compliance requirements, and make land use decisions.

As the founder of Municipal Boundaries Consulting, Malissa brings a practical, solutions-oriented approach to helping clients navigate the development process. From initial property feasibility and land use entitlements to environmental permitting, agency coordination, and construction-related planning, she works closely with property owners, developers, and project teams to identify potential obstacles early and keep projects moving forward.

Malissa holds bachelor's degrees in Urban Planning and Environmental Studies, along with a certificate in Geographic Information Systems (GIS). She is currently pursuing a Master of Infrastructure Planning and Management and a Master of Science in Construction Management at the University of Washington.

Adam | Policy & Permitting Coordinator

Adam brings a strong background in policy analysis, regulatory compliance, and permitting coordination, developed through his experience serving in the military. His work involved navigating complex policies, interpreting regulatory requirements, and coordinating processes to ensure compliance with established standards and procedures.

At Municipal Boundaries Consulting, Adam applies his analytical skills and attention to detail to help property owners and developers navigate permitting requirements, identify regulatory considerations, and coordinate with agencies and project teams.
